This is a link to Propublica’s “NonProfit Explorer” website. Seems to be a good site to obtain the IRS Form 990s that non-profits are required to file, i.e., their “non-tax returns.”

Cincinnati is granting money to over 100 non-profits with, as far as I can see, little to no oversight.
